1. Administration Department:

Position title: Administration Officer

Summary of major responsibilities

  • Maintain & update all relevant personnel records which include contracts, CVs, Photos, Dept workplan, Dept chart and approved request from dept, sick leave, resignation, transfer staff and other documents that are relevant to personnel;

  • Prepare staff recruitment procedures, proposal, advertising, short lists, writing tests, interviews and the consolidated report on the selection results to the management for approval;

  • Closely coordinate with Policy Dept to prepare and follow up capacity development plan;

  • Maintain filing system of relevant regulations and documents related to staff performance;

  • Coordinate with various departments in CRDB/CDC to service documentation for meetings that are related to staff performance and assessment;

  • Participate in the organization of events with regards to conference hall, backdrop, seating arrangement, and documents distribution;

  • Prepare monthly proposal for payment of performance incentive;

  • Consolidate quarterly reports of staff performance evaluation for the management and MDSP to consider the approval;

  • Follow up training plan & prepare periodic analytical report on training performance and submit to the management;

  • Participate in the meeting, seminar and others activities of CRDB.

Qualifications and Skills:

  • Bachelor Degree in Economic, Public Administration/Policy or a closely related field;

  • Experience in developing and implementing contract and performance management-based approach will be desired;

  • Good management skills and ability to establish and maintain effective working relations/ network;

  • Strong interpersonal skills, demonstrated ability to work well with people;

  • Fluency in English and Khmer and is able to effectively communicate, in speaking and writing; and

  • Computer Literacy

 

2. ASIA Department:

Position title: Aid Coordinator

Summary of major responsibilities

  • Manage and coordinate with the priority area of Economic and Industrial Growth sector of Japan's ODA;

  • Keeping abreast of RGC policies that have implications for the development cooperation management such as the Rectangular Strategy, NSDP, PIP and sector strategies as well as developments in the international arena on aid effectiveness issues;

  • Assisting Department's management in the preparation of Department's annual word plan;

  • Assisting the preparation of department's annual work plan and carrying out its activities efficiently within agreed time frames;

  • Supporting Department Management in the preparation of strategic policy documents of CRDB/CDC on development cooperation management and aid effectiveness issues;

  • Maintaining a smooth on-going work relationship with relevant development partners;

  • Providing periodic progress reports to the immediate supervisor and Department management on work carried out;

  • Supporting department's management in organizing inter-ministerial meeting to develop RGC position on development partners' country assistance strategies, and other development cooperation management and aid effectiveness issues;

Qualifications and Skills

  • Bachelor Degree in Economic, Public Administration/Policy or a closely related field;

  • Research and analytical experiences/skills in socials development will be desired;

  • Good interpersonal and management skills and ability to establish and maintain effective working relations/network;

3. NGO Department 

Position title: NGO Coordinator 

Summary of major responsibilities

  • Support and implement Annual Work Plan for 2009 of NGO department based on guidance of CRDB Annual Work Plan;

  • Participate in and contribute to the Partnership and Harmonization Technical Working Group (TWG-P&H);

  • Coordinate with NGOs and collect NGOs quarterly reports;

  • Follow up with  NGOs to ensure that the status of their project agreements with the partner ministry is informed;

  • Follow up with NGOs to ensure that their Annual Budget Plan was provided to the department;

  • Follow up with  NGOs to ensure that their MOU with the ministry is informed;

  • Verify and validate NGOs database;

  • Coordinate closely with NGOs to ensure that the department is fully updated with information on their project/program;

  • Update or distribute government procedure and government regulation to NGOs;

  • Translate incoming and outgoing correspondences and reports from English to Khmer and vice versa;

  • Support in organizing workshop and dialogue with NGO Community;

  • Performs other duties as required by department director;

  • Participate in implementing the department capacity development plan;

Qualifications and Skills

  • Bachelor Degree in Economic, Public Administration/Policy or a closely related field;

  • Research and analytical experiences/skills in socials development will be desired;

  • Good interpersonal and management skills and ability to establish and maintain effective working relations/network;

4. Information Department

Position title: Database Officer 

Summary of major responsibilities

  • Update and maintain the existing online ODA database with close guidance of the ICT expert;

  • Provide data input and validation exercise technical supports and assist to coordinate with relevant Development Partners to ensure that the disbursement figures entered is accurate;

  • Download data from the online ODA website via a migration program for data manipulation and production of report;

  • Data manipulation and produce report.

  • Produce sector-based program to share all relevant programs/projects to the line ministries;

  •  Provide support to relevant TWGs in retrieving data from ODA database and align them with their databases.

Qualifications and Skills

  • Bachelor Degree in IT or related field;

  • Skills in Website development technologies such as HTML, CSS, XML, PHP/ASP.NET, MySQL/MS SQL Server;

  • Good knowledge in Microsoft technologies such as MS Access, MS SQL Server, ASP/ ASP.NET, IIS is an asset;

  • Practical experience in software or Website development;

  • Knowledge in software or Website project management is an advantage;

  • Good interpersonal and management skills and ability to establish and maintain effective working relations;

  • Fluency in English and Khmer and is able to effectively communicate, in speaking and writing.
